Safety Assurance Consultant - United Arab Emirates

Key purpose

The purpose of this position is to manage all activities associated with operational safety functions within the Route 2020 Project in accordance with Serco’s Safety Certification requirements, risk based management and legal framework under the Roads and Transport Authority (RTA) Dubai, ensuring Rules and Operating Procedures, Safe working policies and practices are consistently followed and enhances in order to achieve and maintain operational safety certification and risks are managed.

The role sits within Route 2020 Project Team reporting to the Engineering Systems Assurance Manager.

Key accountabilities

Key Tasks

Ensure Regulatory obligations and opportunities are achieved and maximised

Manage Network Safety Compliance and operational safety assurance functions within Route 2020 Project

Oversee rail safety performance standards by ensuring effective oversight of assurance activities, incident investigations and the adoption of remedial action aimed at securing rail safety

Management and oversight of the Operations Safety Certification requirements for the Route 2020 Project with a special focus on management, coordination and control of the Operations Hazard Logs for the respective systems

Manage and oversee operational safety incidents occurring within the Route 2020 Project and establish response guidelines that will facilitate prompt remedial action

Provide support to line managers in formulating appropriate work standards and procedures to ensure that all safety and environmental risks are controlled, so far as reasonably practicable, and that effective quality control mechanisms are in place

Ensure that safety and environmental policies, rules and procedures are systematically improved and regularly revised in the light of technology, regulation, industry benchmarks and associated risks or opportunities

Ensure that safety and environmental policies, rules and procedures are professionally documented, controlled and disseminated so that they are accessible by all staff, who have an obligation to be familiar with their content

Support ongoing development of the legal compliance register and programs to ensure the SAE team and line managers have an increased awareness of legal responsibilities

Ensure that appropriate and adequate training programmes and resources are available for all staff and contractors, who are obliged to obtain adequate and necessary safety knowledge

Support and maintain productive working relationships with the RTA Rail Agency QHSE team and Regulatory authorities as they apply to the Route 2020 Project

Expected to operate reasonably independently, in accordance with Serco’s policies; quality, safety and environmental management systems; processes and relevant legislation

Perform and carry out duties as instructed/ directed by the Engineering Systems Assurance Manager

SAE Responsibilities and Information Security Responsibilities

To be aware of, and play an active role in the development and implementation of the Integrated Management System and the content of the Safety, Assurance & Environment and Information Security Policy Statements, to ensure that these are implemented within their area of responsibility

Understanding of personal responsibilities and contribution, and those of their staff (including subcontractors) in achieving compliance with the Integrated Management System and Competence Management System requirements, control measures and legal requirements by contributing to, or leading environmental impacts and aspects assessments, job safety analysis, information security risk assessments and competence assessments within their area of responsibility. Ensure that the results of such assessments are embedded in management systems, that these systems are communicated to those affected. Ensure that staff understand them and the potential consequences of departure from the arrangements in place

To exercise a personal duty of care for their own health, safety and welfare and for those affected by the acts or omissions and promote the same within their area of responsibility

To use safety equipment (including PPE) as required and intended and observe that this is also enforced within their departments and among subcontractors and third parties working in Serco’s controlled premises/systems

Promote a good SAE and Information Security culture among their peers, subcontractors and third parties

Conduct regular reviews on the SAE and Information Security Performance within their departments and seek ways to continually improve

Essential technical and professional skills , knowledge and qualifications


Tertiary qualifications in either transport operations, related engineering disciplines, or management

Specific qualifications/training in safety, risk management, investigations, quality or environmental management. Chartered status or accredited membership of an appropriate professional body associated with some or all of the job requirements


Highly developed written and verbal communication skills

Ability to liaise harmoniously with management and staff at all level

Demonstrated ability to lead and motivate staff

Provision of superior guidance, advice and support in the areas of operational rail safety

Innovative approach and ability to prepare detailed submissions for management consideration

Ability to negotiate at all levels within the company and create positive external and internal relationships

Understanding and knowledge of computerised data management systems

Able to address difficult and complex tasks within very tight timeframes


Minimum 15 years in railway operations, engineering, health and safety, quality or environmental management

Proven track record of managing network safety practices and procedures in a transport environment

Working knowledge of the layout and operation of the Dubai Metro Operations

Knowledge of the legal framework around Safety, Risk Management, Railway Operations, Quality and Environmental Management

Role requires full professional understanding of a subject area/ specialized function supported by a professional qualification and will be responsible for setting objectives for the department/function/team

Takes actions to build a cohesive team in which all members are included and enables the team to contribute to the highest potential

Decision making authority for operational and tactical decisions, within an existing framework; will impact a range of customer or contract related activity

Manages teams within sub functions or related sub functions, including recruitment, performance management, motivation, capability and discipline of team

Ensure compliance with the Serco Management System and all relevant business processes, procedures and work instructions to deliver all work with appropriate quality and governance standards

Ensure security and integrity of all data provided including reporting performance, finance and customer information; reference Serco non-disclosure policy

To exercise personal duty of care for their own health, safety and welfare and for those affected by their acts or omissions; reference SMS GSOP-HSE1-6 Serco organisational HSE responsibilities

Ensure compliance with all training requirements of Serco and ensure adherence to these requirements at all times whilst in employment
