Our client one of the most renowned and well established is looking for an urgent position of Assistant Testing & Commissioning Manager to work under the following conditions:

Starting date: Jan 2017

Rotation: resident 6 days per week

 

Requirements:

 

Education:

·         Professional qualifications in electrical or mechanical engineering or an associated discipline.

 

Experience:

 

·         12 years of engineering experience in railway systems

·         Minimum of 7 years of experience in testing and commissioning of railway systems

·         Extensive knowledge and experience in the development and implementation of test and commissioning

·         strategies and management plans.

·         Broad understanding of ATC/PTC/CBTC systems

·         Good knowledge of railway regulations, standards and operational requirements

·         Excellent communications and interpersonal skills

·         Knowledge of industry work processes for testing and commissioning of rail systems.

·         Knowledge and understanding of working arrangements with joint ventures, alliances and consortiums.

·         Knowledge of front-end activities including: Best Practices/Lessons Learned, Constructability, Risk

·         Analysis/Contingency Evaluation, Estimate/Proposal Review Process.

·         Ability to effectively work within a matrix organization.

·         Understanding of Health & Safety requirements for Civil Engineers and Railway construction projects including CDM (or equivalent) regulations.

 

 Job Role & Responsibilities:

 

·         The Assistant Testing & Commissioning Manager is responsible for assisting the Consortium Testing and

·         Commissioning manager with establishing the governance arrangements for testing and commissioning through

·         the development and implementation of the testing and commissioning strategy and plans to ensure the handover

·         of a fully integrated and safe system, which is compliant with the Employers Requirements. The role is also

·         assuring Civil Works Joint Venture and Transit Systems are working in accordance with the Consortiums plans by

·         undertaking surveillance on the testing and commissioning activities.

·         This position is responsible to the Consortium Testing and Commissioning manager for ensuring that:

·         The integrated Consortium Testing and Commissioning strategy, plans and procedures to meet the requirements of the project are developed and implemented.

·         The Civil Works Joint Venture and Transit Systems Testing and Commissioning strategy, plans and procedures are aligned with the Consortium Testing and Commissioning strategy, plans and procedures.

·         Provision of assurance that the testing and commissioning activities undertaken by Civil Works Joint

·         Venture, Transit Systems and third parties are in accordance with relevant standards and regulations.

·         BACS is represented to the Employer, Employers Representative, ICP/ISA, SRC and key project

·         Stakeholders, including the provision of reports, technical presentations and assurance relating to testing and commissioning.

·         Assist in the Development and implementation of an integrated Consortium Testing and Commissioning strategy and plan to meet the requirements of the project.

·         Understand the system/asset design from "end to end" to support the integration of testing and commissioning plans from Civil Works Joint Venture and Transit Systems.

·         Provide input into the engineering, and construction activities to ensure testing and commissioning requirements are incorporated.

·         Coordinate the Civil Works Joint Venture and Transit Systems Testing and Commissioning activities to ensure an integrated approach to test & commissioning.

·         Assist in the facilitating the development of an integrated testing and commissioning programme and actively monitor the overall testing and commissioning programme in conjunction with Civil Works Joint

·         Venture, Transit Systems and third parties.

·         Provision of assurance that Civil Works Joint Venture and Transit Systems testing activities involving stakeholders and third parties are coordinated and integrated into the overall Consortium Testing and Commissioning strategy, plans and procedures.

·         Maintain an overview of the technical assurance requirements (testing certification) and production of assurance deliverables by Civil Works Joint Venture, Transit Systems and third parties to ensure compliance with the Consortium Testing and Commissioning strategy, plans and procedures.

·         Provision of assurance that the testing and commissioning activities undertaken by Civil Works Joint Venture, Transit Systems and third parties are in accordance with relevant standards, regulations and industry best practice. Including that processes are identified and implemented by contractors and subcontractors to achieve contractual self-assurance; conducts surveillances to document compliance

·         Facilitate the acceptance of certification in a progressive manner to ensure that the provision of satisfactory testing and commissioning results are compiled and processed in support of the handover strategy.

·         Lead Testing and Commissioning meetings with Civil Works Joint Venture, Transit Systems and third parties to promote and facilitate communication, review progress/performance, identification of issues and facilitating issue resolution. Develop and implement an interface, integration and communication plan to check effective communications between the Civil Works Joint Venture, Transit Systems and third party testing and commissioning teams.

·         Develop, implement and maintain a reporting system including dashboards, metrics, and updates to Senior management and key stakeholders.

·         For Testing and Commissioning issues represent the BACS Consortium to the Employer, Employers

·         Representative, ICP/ISA, SRC and key project Stakeholders, including the provision of reports, technical presentations and assurance.
